 Possible fraud. Need suggestions on who to report too.

I do a lot of general notary work in addition to loan signings. Tonight about 7pm I get a call to do a notary for a (alleged) attorney's office last minute. It is for foreclosure assistance. I ask if the signer is of sound mind and aware of what he is signing and they say, yes. It will be 6 signatures. I am to print 8 documents and scan and return via fed ex (she was to provide the label in the morning). We agree on a fee including a trip fee. I arrive at the home. The signers speak English but they have a very strong accent so we have to go back and forth speaking in order for me to understand. It turns out the wife needs to sign too. So I email the client and say it is double the per signature fee. After I hand the signer the 2nd document which states there is a 33.3% fee I make sure the client reads and understands this. It was so confusing I didn't even understand it but I did not try too hard as that is not my job. The signer says he doesn't even know what the fee is for, what they are going to do to help him, nothing. I asked "didn't they explain this to you?" He said "no." At this point I am feeling very uncomfortable and I said he may want to stop at this point and wait until someone explains this to him. The long short of this is I feel it was a scam. After talking with the signers I find out they already lost their home to foreclosure and have 2 weeks to move out. This company says' they are going to help them... but it is unclear with what. I would like to report this company to someone to review for fraud but I don't know who. Im sorry for the bad grammar.. Any suggestions?
