I can see that being an angle that Eric uses to get out of the second trip fee. And because you feel like "friends" it's easy for him to get away with this. He will eventually burn and churn through enough notaries that he will either go out of business (maybe that's the plan for now anyway) and end up having to find a new batch of notaries to burn through.
