 Seems things have changed with Notary Assurance.

Worked with them quite a bit in 2012; a few times in 2013; and only once in 2015. They always paid well and on time.

Never had to pay to get on their database. In fact, I believe I remember reading here a few years ago that if they call you, no fee. However, if you asked to be on the database, then there was a fee. Further, I was never asked to complete a signup package with them.

Just my opinion, if I were in your shoes, I'd proceed with the PayPal claim. I am not an employee. I am an independent contractor. I will provide my EIN -- not my SS#. However, it's your business and only you can decide what you're willing to put up with.
