Separate human beings on one cert? Of course! The THEY pronoun is used. If the doc has a compliant cert for John P. Jones and a separate compliant cert for Susan P. Jones, YES each cert can be completed separately for the one DOC. Some docs are generated to have separate certs for each signer. I see it all the time.

Betty P. Fence and Betty Privacy Fence are ONE human being, and SHE is not a THEY.
