If you are talking about a court reporter most court reporters are notaries also. They swear in the deponent and record his testimony on a stenotype. Generally they charge a per page transcription fee to type a transcript of the testimony. The last time I hired a court reporter/notary for a deposition she charged $800 for a full days's attendance and transcription.
