Clarification, please ....

I'm curious about a couple of items:

1. CEU = ?? My guess would be it means continuing education?? (I'm guessing but best to not assume)
2. "Allows the secretary of state to attest to the authenticity of a signature of a public official." -- Did the IN SOS not provide Apostille/Authentication prior to this SB539?
