The OP was about NY, not about what other states might or might not require.

In NY, the commission date HAS to be there by law, period, full stop, no further discussion required. There is a set order in which commission information must appear in an NY notarization, and the commission expiration date is on the last line.

The stamp is only meant as a convenience to replace the need to handwrite the information required by NY. It's not a seal and has no other meaning. How that commission date appears when using a stamp in NY is up to the notary - you could handwrite "My commission expires on" and add the date - but it HAS to be there in the proper place by law or the notarization is not valid.

The question in the OP was why she needed to provide an expiration date in order to have a stamp made. I'm confused by who is telling her this because it's not true. Anyone can make a notary stamp for use in NY, so just find another vendor. It's just a stamp - Staples or Officemax would be happy to get her business.
