It seems to me that both the CA legislature and CA SOS are either only receiving complaints about notarizations that shouldn't have happened, or only paying attention to those complaints. But only listening to complaints about notarizations that shouldn't have happened, without also finding out about instances of notarizations that should have been performed but weren't, and the consequences faced by those who couldn't get notarizations, is unbalanced and leads to unfair laws and regulations. |
