CA DMV used to keep the old i.d. and leave people without one until their new ones came in the mail. They stopped that practice in the 80's or 90's and started the hole punching to help avoid some of the creation of forged i.d.s. The problem in CA now is that when they started issuing the real i.d..s last year they were not requiring everything the feds required and they got called on it. Also, they were trying to get ahead of things and were having people renew early. Thousands of people have still not received their new i.d.s yet
