Boy, that's the truth. I got a call from someone this week, also, who was told to get his I9 notarized. I explained what was needed. Then he called back later to let me know that they "just need someone to notarize it". Oy! Another detailed explanation and he finally understood it, but of course, I never heard back from him. English was not his first language, so I don't envy him trying to explain it to his new employer...
