I think CA may be the most stringent, but that's not necessarily the most complicated. In many ways, it's actually simpler here because what is expected from us is really pretty clear cut. Certificates MUST be in one of two forms: either a jurat or an acknowledgment, with specific wording that doesn't vary. Pretty much the same thing with journaling. There's a list of certain bits of data that are required - almost every time. The only exception would be for thumbprints, which are only required for certain types of docs.
I think Florida is probably more complicated, with various ways of specifying title(s), having to state how the parties were identified, etc. Just my impression and not too well informed opinion (at least as far as *other* states are concerned... ) |
