Getting a certified copy of a birth certificate has gotten tricky over the years and most people don't think to get copies at the time of birth. I know this from doing genealogical work; and most of that via USPS or a request via an online form. I understand concerns that are related to identity theft, but there are some instances where what they are requiring just isn't available. Case in point: a lot of individuals displaced by Hurricane Katrina didn't think to grab or didn't have what would turn out to be important personal paperwork like copies of birth certificates.
