Getting a certified copy of a birth certificate has gotten tricky over the years and most people don't think to get copies at the time of birth. I know this from doing genealogical work; and most of that via USPS or a request via an online form. I understand concerns that are related to identity theft, but there are some instances where what they are requiring just isn't available. Case in point: a lot of individuals displaced by Hurricane Katrina didn't think to grab or didn't have what would turn out to be important personal paperwork like copies of birth certificates. And if Mother Nature or other forces had a hand in the destruction of the originals makes it even harder
