Foreign Passport w/o Homeland Security
I have a guy who wants to sign a domestic partnership form who said he lost his passport and had a new one issued in San Francisco. He no longer has a valid Homeland Security I9 with it. Has anyone had this happen, and if so, knows if Immigration will restamp his new passport? Otherwise he's non-notorazable since he doesn't have a state I.D. either.

Not clear on what you mean. To me it sounds as if he got a "new" passport issued in the U.S., and if that is the case, it doesn't have to be stamped. Only if it is a foreign passport does it have to be stamped by U.S. Immigration and Naturalization or U.S. Citizenship and Immigration Services.

Regardless of where a foreign passport is issued (here as a replacement or at their home country) if it does not have a U.S. Immigrations stamp it was most likely issued at your local flea market. No Immigration stamp, no notary.

I had my British passport renewed while in the US. It does not have an immigration stamp on it.
The home country will mail a new passport directly to the requester. Unless that person has been out of the USA since receiving it and using it to come back into the USA it will not have a stamp on it.
