When your browsing does not seem to be as crisp as before, those documents don't quite seem to load properly, perhaps printing from your browser doesn't work properly, or even your browser won't connect to the internet, then clearing the cache is the first thing to do before any other troubleshooting.

Look at it this way. Say the cache is a closet in your home where you store frequently used items instead of in the garage. When you don't clean out that closet from time to time, it tends to get messy and while you keep certain things in that closet so you can get to them quicker than if they were in your garage, when it get's messy, things are more difficult to find or get lost completely unless you clean your closet.
