Why would you imagine that the notary gets to choose, initially, the platform? I would expect the recipient of the document to decide which platform must be used, then the signer would decide if it's acceptable, and finally the notary would decide if that platform is acceptable.

In some cases, the recipient might just vaguely tell the signer to get it notarized, and the signer picks the platform. When the electronic document, or the printout of the electronic document arrives at the recipient, the recipient might be happy, or be totally surprised it was enotarized, and reject it.
