Well I happen to visit the forum today and this one jumped out at me. Here is exactly what I would have done.

I would inform RM I would be most happy to comply with a particular line entry copy to you as soon as I get approval from the SOS office. Upon their approval you will be provided the information and an invoice for the shipping fee in addition to the 30 cents, or that which is allowed.
Please also state the reason for your request so that I may add that to my approval request to the SOS.

This happened to me once in KS and after the above was sent to the signing service, they dutifully ask me to disregard the request for the journal entry copy and the upshot was, they apologized for their error in requesting the info. Privacy law supersedes such in KS unless we have an authentic request from the SOS or a subpoena, or subpoena duces tekum, or a court order.
