That's why it's not just about Who has or doesn't have the virus. It isn't fully known how it's spread Or by whom since asymptomatic individuals are carrying and infecting others. That's why the question was asked, "What's the problem?"

Everyone knows (s)he SHOULD have their mouth/noses covered when around others.
So the Big Q is WHY does a company (or anyone) need to mandate that its employees and/or IC's wear masks during a signing interaction at this late date in the (old news) Pandemic????
