VT_Syrup posted the link above to the bill that passed the House. The bill, if passed by the Senate and signed into law by the President, would override some aspects of some states' notary law and set minimum standards for RON, while leaving other parts to be handled by the states. The biggest distinction, IMO, is establishing the legality of RON notarizations nationwide and in US territories and mandating their acceptance between states, under certain requirements.

Again, this has only been passed by the House so far, so it has a way to go before it becomes federal law.
