It's my understanding only attorneys can certify true copies of the Note. That's the way it is in New Jersey. I received a closing package for a FL property (borrower is in San Diego) and the closing instructions asked for 2 certified true copies of the Note back. I called the SS and inquired about it and they said it only pertains to attorneys, not notaries.
