The State reference you posted is not saying the same thing. Everyone SHOULD know Personal Appearance is required for a notarization. What is being contested is When **some** notarial acts can be signed/ACKNOWLEDGED by the signer.
PegiT, How do you understand or define an "Acknowledgement?" If I acknowledge BEFORE YOU that *I* signed the document, are you going to refuse to notarize? Have me re-sign? Purpose is not to be critical, but to clear up for ones reading for guidance.
Obviously, Best Practice (as Gerard said) means we're going to Witness AND notarize simultaneously.* And those with journal requirements may be on the hook for heavier scrutiny (tho I'd see your Gov Order on this - as likely to supersede). Other than Personal Appearance (I see/hear You, you see/hear Me), I'm NOT required to reach out and touch you (the law doesn't say that) - nor do I care to during corona season or any other. That's the purpose of the plexiglass partitions - Safety. A viable consideration, alternative, concession, if you will. If that can't be arranged, the next best thing for Me would be lifting out the docs to be notarized First, see them sign and move away. No hand holding (figuratively speaking, of course!).
Note: Something I did with my 1st and only carside signing was hand documents in Two separate parts (yes, we were in each other's physical presence). This was for my organization, as well as to ensure they weren't overwhelmed and careless and I could maintain some level of control (which was a joke).
*Some notaries reportedly notarize Later, which might not be kosher by the evaluation of . . .
