To reiterate what the others are saying, the ultimate (and only) authority on CA notary law is the Handbook prepared by the CA Secretary Of State (SOS) - NOT the NNA (although imo they'd like you to think otherwise). And it's available for free, either by download from their website or in the actual printed booklet by sending them a self-addressed envelope. All the details are also on the website or available by phone. I believe this is the ONLY resource you should use if you want to be sure of having correct information. That's why they go to the trouble of creating this Handbook - and periodically updating it.
I recommend that EVERY CA notary bookmark this site: http://www.sos.ca.gov/business/notary/. I also recommend that you put into your phone contact list this number to the NP section of the SOS office: 916-653-3595.
