I assumed (and we know what happens when one assumes) that because CA ended the practice of personal knowledge as acceptable ID in a certificate, that the same would hold true more or less when using a CIW. However, in the code you quoted, personal knowledge can be used to select a CIW, even tho the notary must still establish the identity of the CIW through paper ID. Thanks for the correction.
Seems that the possibility of a witness knowing both the person being ID'd *and* the notary are pretty slim, but ya never know! That would be an interesting encounter. Might make a new friend: "This is fun. Who knew? Let's meet for coffee one day." Or an enemy: "Yeah, I know so and so, honey; we used to live together." In any case, I have little use for CIWs anymore, having been scammed by signers who want to use two different names, are too lazy to get ID, etc. But I digress. |
