I agree with the other CA notaries who have chimed in (and Lee/AR). When asked, I usually tell them something like "let's get this done first, then we'll see how we're doing on time". That sets the expectation of it being a separate transaction. The vast majority of people I meet with, though, don't expect me to do it for free, and some say so up front.
My decision depends on who I'm working for and for how much. If it's for a signing service, with a large package at my base fee, they're paying extra - just the per signature fee they'd pay anywhere else. If it's for a direct client, with a high fee, modest size package, I'm happy to do it for free. Once in a while I might just discount it, e.g. only charge for one signature, if there are two.
I realize this will vary from place to place, but again, if we don't value ourselves, no one else will. [And yes, like Di said, it's no one else's business.]
