I teach notary classes in Calif. for notaryclasses.com and I ran into a student of mine ( 2 weeks ago) that told me they were just processing the end of July applicants. He said he had called the Sec. of State.
It looks as though it will take a minumim of 11-13 weeks to receive your commission and this starts after you do your fingerprinting scan.
