How do you know it's inside and not outside? Attendees that go to rallies are sent an email and if you want tickets you get them. It's not a VIP invitation. That way they can control how many attend and the names and such, how fast they sell out (sell out meaning how fast they all go, they are free). No problem signing a waiver, you do it now for theme parks and anyplace else.
