USA-Signing Agent is some Russian dude who has a presence in FL and Escondido CA.

He once owned a signing service, and may have been a notary once upon a time. His SS was around way back in 2004. Apparently, his directory business must be profitable, as it has been around for over a decade now. He operates out of an apartment building in Escondido, CA, where incidentally a number of notaries reside in other units. I wonder if they know each other.
