...it's a good idea to decide if that's a company/person you even want to work for. If I'm going to end up chasing payment, then it's not worth my time to bother. I probably miss a fair amount of work by not bothering to counter these types of initial offers but, so far, I've managed to keep busy enough without them.

Everyone has their own business model and needs to decide for themselves what's worth it. I'd love to believe that those assignments would need to end up going to a better company because the low-ballers can't get them filled - but I know better. It's really sad that people are willing to work for that little.
