I don't think you'll find a specific statement, in the CA notary handbook, that a CA notary can't certify that a copy of a birth certificate is a true copy. That's because CA notaries usually can't certify any copies. The exceptions are copies of journal entries or powers of attorney.
They can usually administer an oath to a document custodian that a copy is a true copy. I don't know if there's an exception for vital records. |
