Maybe try the Council of Aging in that area and see what they do? I am thinking, for the most part, someone of that age has had an ID and then transfer it online to a state ID when they get of age. I don't think the budget in CA would allow for caseworkers to go and take on that responsibly any longer. It's a lot of paperwork now, correct birth certificates, and such needed. Let us know if you get anywhere with it.
