I would not unless the sister threatened legal action at this time. This could just be a "nothing burger"

I would document what I observed, and the facts that supported why I believed Mom understood what she was signing & that she signed willingly. Of course if I did not believe she had capacity & was not coerced, I would not have proceeded. I would document the fee to show that I was not overpaid to do the notarization.
