I think title has the biggest pockets to reimburse for losses and to "undo" this deed. As far as legal and disciplinary action, we'll see what happens.
Remember back in 2004 that couple was tied to their anchor and their captor who put the title of their yacht in Newport Beach in his name after he hired a notary who testified to the Newport Beach Police Dept and the FBI 10 times that the yacht's owners personally appeared before her to sign the title sale? Did she go to jail? I don't think so. They were after their murderers, who all did time, and the orchestrator of this event was sentenced for life.
