In downtown Orlando they make the beggars stand in certain boxes painted on the sidewalk. They are intimidating, and annoying and really drive away customers from establishments wanting to operate in a safe and inviting manner. To go 1 step further, they also have to have a panhandlers license to be there asking for handouts.
I think they should all go to CA, sounds like a winner to me if all that's given to them!
