I'll agree with that first sentence. However, I take exception with the last sentence.

MHO, their info & "best practices" are based on XYZ's self-proclamations: "leading educator of Notaries across the United States." http://www.nationalnotary.org/california/training You know the old saying, If you tell a big lie often enough and keep repeating it, people will eventually come to believe it. XYZ's marketing department has done an excellent job at spreading the word.
