 IPEN & state notary rules

Tomorrow is the first hearing about the new Vermont notary rules. The existing rules are emergency RIN rules started during COVID, and continuing education rules. The new rules will allow RON and IPEN.

I'm looking for cases where a client wanted an IPEN, and the format of the finished document WASN'T PDF. Perhaps the finished document was in the Microsoft Word, Microsoft Excel, or AutoCAD format. The reason I ask is that the popular RON platforms only support PDF finished documents. The problem, of course, is if the state rules require using a platform, rather than just a digital certificate, even for IPEN, then anyone who wants a different format can't be served.
