The bottom line is that the fees will not rise until notaries just stop taking jobs at any fee offered. If they don't have to raise the fees, why would they do it voluntarily? It's a little more understandable from new notaries, as they don't have a history of knowing what kind of fees to expect for each type of job. Those of us who have been around for a while know better than to accept ridiculous fees. By "ridiculous", I mean fees lower than we're typically used to receiving for each type of job. The price of everything keeps going up and our fees keep going down. That's unacceptable and the only way to stop it is to refuse to work for substandard fees.
