 Notaries not wanting to certify copy of Power of Attorney

My mother wanted to get certified copies of the power of attorneys (PoAs). She went to 3 notaries. The first two didn't know what that was. The 3rd knew what it was, but had never done one before; and he wasn't interested in doing it. He said the advanced health care directive wasn't a PoA anyway and couldn't be certified.

I created a certification form based on sample in the notary handbook, and I can understand that a notary wouldn't know that health care directive are PoAs. I couldn't do it myself because I'm named as the agent in the documents. How often are notaries asked to certify PoAs?
