When did Florida (or any other state) start certifying signing agents? Who is it that nationally certifies mobile notaries, and what exactly is it do you think they're certifying?

Neither of these "certifications" is an actual thing recognized by anyone other than the people who thought them up; if you paid for the designations, I'm sorry to tell you that you've been scammed. If you have actually performed over 1000 signings as a notary, you would know this.
