Unless you have a strong history and a relationship of trust with a company, always get agreements in writing before you travel to or complete an assignment. Without an agreement, they have no reason to not to tell you to just go there anyway because they have nothing to lose if everything goes south - as you found out. And be specific, as in ask for full fee regardless.

It's your time that's being tied up and your vehicle that has the miles put on it... If you don't have it in writing, they have every incentive to tell you to just show up without knowing any more than you do. If the signing isn't completed for whatever reason, chances are that they're not getting paid by their client and they don't want the loss. (Easier to stick you with it and move on to someone else.)
