Sunny Houston of OR, I'm not sure what you mean. If the notary and the signer are both in Oregon, and the document concerns things going on in CA, it would be perfectly normal for an OR notary to do the notarization, whether it's a paper notarization or an electronic notarization.
But what if the notary is commissioned and physically located in OR, and the signer claims to be in OR, and asks the notary to do the notarization remotely (via webcam). That's forbidden, see https://sos.oregon.gov/business/Pages/electronic-notarization-faq.aspxa
What if OR passes a new law saying notaries can do remote notarization, provided both the notary and the signer are in OR. How does the notary know the signer really is in OR? Currently, there's no generally accepted way to be sure. The notary could try to improvise some method, such as using one of the "track my friend" features described in a Wall Street Journal Youtube clip:

But I don't know how easy it would be to fake a location, and the privacy concerns are serious.
