What is illegal about a store with locations in CA mentioning on their website that they can click on a spot on the website to be referred to Notarize, which in turn will hook the CA client up with a non-CA notary who is authorized to do RON by the government of the notary's state?

As far as foot traffic goes, it's possible someone might see the web site and infer that Staples now offers in-person, wet-ink notarization in their stores, so go to a store. After finding out that service is not offered, they buy a Snicker's bar and leave. Still, nothing illegal.
