VT,

I'm confident with what I have stated and hope any Texas notaries who have been confused unnecessarily by this discussion understand the TX SOS has authority over Texas notaries. While that might not be the case in Vermont, it is true in this state. Notaries should reach out to the TX SOS or an attorney of their choice if they have questions on this discussion.
