There's plenty of blame to go around

I think SD was a major factor in lots of companies' rate reductions. (Whether or not that means they're to 'blame' is a separate issue.) Their particular business model, i.e. charging per transaction, was a departure (as I understand it) from fee schedules set by other platforms. The result was that those charges were simply cut out of the notary's fee. Does anyone know of any of their clients who decided to absorb some of the SD user charges?

As far as I know, dropping of fees paid to notaries has been a consistent byproduct of companies signing up to use the SD platform for hiring notaries.
