I agree with the advice of most of those above. Situational ethics at play here or just irrational thinking, as they're definitely holding your payment hostage. But I don't get what they have to gain from it, other than an excuse to delay payment. If you can do their training on your own time, that sounds like the easiest way to get past it - and hope they pay you quickly afterwards.

This is one more example of how important it is for us to be careful of whom we work for. It's the old cliche about swimming with sharks. I hope you get paid - and soon!
