The state puts excess money into the Tabor fund. Many years ago, maybe 15-20 years or so, the voters voted that politicians can’t just take money and spend it without being voted on by Colorado voters. They have put it on the ballot 3 or 4 times to do away with it so they can get their hands on it. Each time, voters have voted to keep it. We don’t get a refund every year, just depends on how much is in the fund. It usually averages between $500 to $750 as we got this year.
