Your notary law is clear - CRYSTAL clear...and has been for years.
Most here know me...*I* would contact Placer County recorder and discuss it with them, get email address and send them the above citation along with the statute that covers it. You know you're right Yoli - wonder how many other notaries are given this bad info and are left scrambling - some may not be paid because of the recorder's false information.
