| Every state has contract laws and when there is no mention of a condition upon which payment would be withheld if it were not met prior to entering into the agreement, the law invariably favors the service provider, in this case, you. Tell them that if they refuse to compensate then you will begin charging a late fee of a stated $ amount per day beyond a stated deadline and you will report them to their state's Attorney General and Secretary of State for their business practices.
