In what universe does this make sense?

I realize if you're in a heavily-notary-saturated area, you may not have experienced the following scenario:

A TC spams out a signing 'opportunity' to everyone within 100 miles at a low rate that isn't even profitable if it's across the street. They apparently ignore all counters and an hour or two later, throw it out there again at same lowball fee. Repeat another time or 2 w/no fee change. Then TC ships it out to multiple SS, who start spamming the same notaries who did not accept TCs lowball offer...with a still lower offer...and, of course, no takers.

Eventually, they run out of time and start calling, emailing asking what fee you require (and, of course, it may go to the nearest/least expensive notary) UNLESS (while they were fooling around for days spamming everyone multiple times) everyone has since booked the time for profitable work. And then they get all upset because you no longer have the time slot available at any fee. I've often seen where an SS gives you the job at the fee you originally quoted to TC.
