As I read that, it appears to refer to the Central District of San Francisco, not the entire state...  Those mob gangs are a definite concern, but I found this, where the LA County Sheriff says it's pretty much the same in major cities across the country:

I don't find it too surprising that crime as gone up after what we've all been through with the pandemic. Still no excuse, of course, but not surprising. In my area, and most of the places I travel to, it's still pretty safe. |
