....all the background checkes, finger printing, manditory classes, using pre approved stamp/seal companies that occur in CA and in other states really produce a "better" notary, than states that don't have such laws to appoint notaries. I wonder how many applicants in CA, were rejected due to the background checks. Just seems like a lot of tax dollars spent in the CA notary division.
