Did you really want to say "Fiend"?
My State Law will not allow it. The Law states "A Notary's signature and seal
must appear only on a notarial certificate (such as an acknowledgment or jurat)
accompanying a written statement signed by another person."
But if the "Fiend" wants to write a statement - then you could notarize the statement.
